I absolutely love this, and all the suggestions for getting involved. A few questions:

1. When can we get started writing this?

2. Is there a certain date when this happens (if we want our site to align itself with dates for event purposes)?

3. My OOC account is still prevented from reading the whole post, any chance of fixing that for good?

1. Immediately if you wish. Did your character experience side effects from the Blackwall Blip? Cyberware lock up? Stuck in an auto taxi? Almost get sucked into the Old Net while Jacked-In (Netrunning)? Explore any options you wish or tailor threads to react as subtly or explicitly to the aftermath of the Blip as you want.
